I have no idea if I am approaching this news group properly. If not
please reprimand me. Should I even be using this address? 

Would it be possible to post the following advertisement for two PDF
positions on the CSM Board? If not where (and how) should I send it
or what are my options. Thanks.

information about the Canadian Federation of Biological Societies (CFBS)

ABOUT THE CFBS

The CFBS is a research science consortium comprised of fifteen biological
and biomedical scientific profession associations, with a total membership
of five thousand Canadian scientists. The Federation was formed in 1956 to
promote the acquisition, facilitate the dissemination and encourage the
utilization of knowledge in the biological and medical sciences. Members of
the CFBS can be found in university departments, research institutes and
government laboratories. We are practicing scientists interested in the
development of a forward-looking science and technology policy, a policy
that will enable Canadians to meet the coming challenges of the 21st
century. The main activities of the CFBS are lobbying for all biological
and biomedical sciences at the political level, increasing the public
awareness of science in Canadian society and organizing a major
interdisciplinary scientific meeting each year.

CFBS:  ADVOCATE FOR CANADIAN BIOSCIENCE

The CFBS Science Policy apparatus has been extremely busy in 1993-1994,
interfacing with Government and granting agencies and promoting public
awareness of science. Since the election of the Liberal government, CFBS
has established regular and effective contacts with Dr. Jon Gerrar, the
Secretary of State (Science, Research and Development), as well as with
administrators responsible for science funding within the Ministries of
Industry and Finance. We have been extensively involved in the government's
S&T Review Consultations. These consultations have confirmed that research
produced in Canada is comparable to the best in the world and, certainly,
among the most productive. The Canadian research enterprise has the
capacity to enable Canada to realize its potential as a sustainable,
enlightened, knowledge-based society. However, we lack the ability (or
desire) to transform knowledge generated in our publicly-funded
institutions into marketable products and processes. Although it is clear
that governmental policies and resources must be used to facilitate
technological transfer, CFBS has encouraged the government to adopt an
approach to the support of basic and applied research that recognizes the
primary role of basic research in a modern knowledge-based economy and the
necessity to strike a balance between long-term fundamental research and
short-term technological application in Canada's S&T strategy.

The outcome of the S&T review is of concern to all of us. What is certain
is that the status quo will not be maintained; new challenges and
opportunities will arise. CFBS is prepared to respond quickly and
effectively to the new reality. During that process we will attempt to keep
our members fully informed and solicit responses to our initiatives using
our electronic bulletin board, BIOCAN.

We have been actively involved in the strategic planning exercises
undertaken by both MRC and NSERC during the past year. While mainly
satisfied with the new MRC Strategic Plan (although we must remain vigilant
with regards to funding of basic research in the face of increasing
emphasis on health research), we are much less convinced that NSERC is
heading in the right direction. In an effort to establish a more open
dialog with NSERC, the Federation sent a memo to all members of the NSERC
Council that underlined our concerns about the future of the Research
Grants Program and requested a meeting with Council to discuss this and
other matters of concern to biologists. In response to actions such as
ours, the NSERC Council passed the following motion at their meeting in
mid-June, 1994, "Council reaffirms its belief in the foundational role of
the Research Grants Program in supporting all kinds of university-based
research in science and engineering, and in training highly qualified
personnel in these fields. Council will seek vigourously to maintain and
enhance the Research Grants Program in the future, as it has done in the
past." Such action, in response to pressure from the research community is
unprecedented and provides evidence that lobbying efforts can bear fruit.
In response to our request for meetings between NSERC Council and the
community, NSERC is planning a meeting in June, 1995, between NSERC Council
and representatives of CFBS and organizations representing other natural
science disciplines.

It is evident that in the present political climate, basic science is not
considered a high priority. In an attempt to bring science education and
research to the forefront of the political agenda, CFBS must play an
increasingly active role as an advocate for Canadian bioscience. A
complementary process is to facilitate public awareness of science; CFBS is
very active in this realm. For example, the Federation has played an active
role in getting its members to participate in Industry Canada S&T and to
join Innovators in the School Network (currently 450 members participate).
We also produce "Sciences Sources", which provides a guide for the media to
experts in different disciplines of the biological and biomedical sciences
in Canada. Sciences Sources, the only directory of its kind, has been
extremely well received by the media and educators alike. An electronic
version is no on-line, and an updated, bilingual version is in preparation.
In recent years, CFBS has recognized the efforts of its members toward
increasing the public's awareness of science by awarding the Gordin Kaplan
Award annually. In addition, Industry Canada recently asked CFBS for input
in the guidelines for the Michael Smith Award for Science Promotion.
Subsequently, one of our nominees will serve on the selection committee for
this new award.

To facilitate our science policy and public awareness of science
activities, we have hired a new Executive Director/Science Policy Officer,
Dr. Paul Hough, effective February, 1995. Paul was Director of Programs for
the Royal Society of Canada. He has extensive experience in science policy,
understands well the organization of science in Canada, and has interacted
extensively with senior university, government and industrial personnel.

THE CFBS ANNUAL MEETING

In addition to Science Policy, our other major activity is planning and
hosting the CFBS Annual Meeting. Speakers at these meetings are selected
from among the top investigators in their fields from Canada and the
international research community. The aim of the Program Committee is to
make the CFBS Annual Meeting that of choice among Canadian biological and
biomedical scientists. One of the most successful meetings ever was held in
Montreal in 1994. Not only was the science first-rate, but the meeting was
a financial success. Future meetings are scheduled for Saskatoon (1995),
London (1966) and Edmonton (1998). The location of the 1997 meeting is
still under consideration.
