Almost certainly your problem is that you are not the _owner_ of the
wspec/passwd.wrm file. I have just improved the comments in our sample
wspec/passwd.wrm to make this more clear. The special thing about the database
administrator is that they own the passwd.wrm file.
I recently added an option to acedb to allow you to say that the group ownership
of the passwd.wrm file is the thing for acedb to check so that you can have
multiple administrators by adding userids to the group that owns the passwd.wrm
file. Here is the description of the option from our sample wspec/database.wrm:

// GROUP_ADMIN By default only the person who owns the passwd.wrm file
// can reinitialise the database. This can be a pain so if you uncomment
// this option, then any user in the unix group for the passwd.wrm
// file will be allowed to reinitialise.

Let me know if you are still having problems having looked at the above.

This should not be a problem but if you are sharing wspec then as per above the
ownership of the actual wspec/passwd.wrm will be the determining factor.
