A more careful reading of ace_write_access.html showed that
it was necessary to have write access to database/ACEDB.wrm.
I have been keeping this file read-only for years as a
safeguard against catastrophic reinitialization of the
database if this file were accidentally deleted. 4_7 and
earlier allowed this file to be read-only, but apparently,
4_9 does not. Changing it to rw seems to solve the problem.
Interestingly, the problem seemed limited to reading models.
For example, it did not prevent me from making changes
and saveing them.
