Forester brother

I'm not a forester, but my brother is.  He is a timber manager in
Colorado.  For quite some time he has been trying to transfer to a new
district, hopefully with a promotion.  Since he works for the U.S.
Government  transfers are rather slow in coming these days.   I wondered
if anyone out there in netland might be able to share advice on forestry
employment and advancement.  He has not asked that I do this, but I am
concerned on his behalf.   Thanks.
