Agricultural Extention Package

Does anyone know of or have any experience in providing a total 
agricultural extention package to livestock production units.  

Where the idea is to provide the service on a profit sharing basis. 

Extention work up to now has been done by government, this system is being 
phased out to large extent.  A system were the user pays for the 
extention work would have to be implemented. The above agri-extetion 
package would provide this service. 

I'll apreciate any info regarding such a system/s from anyone.
