BELOW-COST TIMBER SALES

I am writing a paper and debating whether below-cost timber sales should be 
allowed on public land.  If there are any arguements, pro or con, on this 
issue, could you please post or e:mail me directly with an opinion or fact.  
BTW: my assigned position on this issue is that it should not be allowed.  But 
I really do not have a personal opinion yet.  Any comments would be helpful.
