What is Oak Wilt?

I've had an Arborist from a nationally known tree service tell me that
he thinks that one of my red oak trees is suffering from Oak Wilt.

He gave me a flyer that described it as a fungal infection, but he
verbally told me that it was a bacterial infection.  The infection has
been on one of two trees growing out of the root system.  The other tree
seems to be quite healthly.

Any thoughts?  The recommendation was immediate removal of both trees.
