Babbit changed the name to help make it more palatable. If it were perceived
that all they were going to do was go onto private property for the sake of
collecting information that may be used to restrict the landowners use - then
they might not be too popular. And they could get the budget axe with the new
congress looking for restrictive government programs to cut.
