Forest GIS

I would like to map forest stands on a tree farm.
I think I need software with the following characteristics:

- will import bitmaps allowing the operator to draw maps using
     the bitmap as a guide.
- assign values (fibre density) to areas of the map.
- extract .wks summaries of quantities (total fibre) within areas.
- have tools for modifying areas (cutting sections) of the forest
- allow overlay of features (roads etc)
- inexpensive with an option to try before I buy
