black locust have allelopathy?

Hi netters
When i investigated black locust(Robinia pseudoacacia L.) stands i found that 
black locust stand have few seedlings grown from seeds. It is some different
from the ability of black locust that have the capacity of sprouting shoot ev inside-plantations.
Could i believe that black locust have allelopathy effect to the seeds and obstruct the germination of the seed? Or disturb the growth of seedling then lead to die?
I would appreciate any kind of advice.
