Help me for allelopathy

When i investigated black locust stands i found that black locust stand had few seedlings grown from seeds. It is some different from the ability of black locust that have the capacity of sprouting shoot on every inside-plantations.
Could i believe that black locust have allelopathy effect to the seeds and obstructs germination of the seed? Or disturb the growing of seedlings then lead to die?
I would appreciate any kind of advice
