Off the subject perhaps, but what the duck pond builder did is create
wet lands, he can no longer treat them like his property under current
EPA rules on wet lands. Here in Texas the State Highway Department
inadvertantly created wet lands with drainage ditches and "borrow pits"
which are now "wet lands" and need to be protected.
