1.  Minimal Renewable Content Standards (like Schaefer has proposed
    in HR 3790 for electricity deregulation)
2.  A 10% Investment Tax Credit for new efficient production equipment
3.  Level Playing Field for power plant emissions
4.  Stronger Automobile Fuel Economy and Emission Standards
