There's a lot of excess mill capacity in the PNW.  Also, Siberia isn't
that far away.

The overcut during the Reagan adminisration left PNW forests pretty short
on mature timber to harvest.  It will be another couple decades at least
before depressed timber harvests can return to normal levels.  Import 
timber has been an attempt by mills to survive through the timber
shortage.
