For whatever reason they do it, topping, or hatracking is a bad thing to do to
an ornamental tree and should be avoided. It's extremely common practice here
on Silver maples, Green ash, elm etc.
The sprouts that come back on the staubs are very weakly attached and break off
easily, the large wounds are also a pathway for insect and disease infestation.
Plus the overall appearance of the tree is ruined.
