The USDA has announced the Wildlife Habitat Incentives Program (WHIP) in which
$24 million will be made available for landowners improving habitat for fish
and wildlife on private land.

According to Vice President Gore, "WHIP is the first program
targeted exclusively at improving wildlife habitat on America's private lands.
It will help farmers and landowners put the health of America's land, water
and wildlife first."
