How about a 2 week waiting period for the purchase of saplings?  This would
allow a "cooling off" period during the background check (for a 'small' fee,
of course).

Maybe ban the import of small, easy to conceal trees, also.
Post dogs to sniff out illegal wood fibers.
Require a federal license for 'fully automatic' conifers.
