      We are awaiting some last-minute news to include in this week's
Update, so it will arrive Wednesday instead of the usual way, alongside
this Action Alert.
      In the meantime, the popularity of last week's Action Alert and
the
extreme importance of this message can't be emphasized enough, so we're
re-running this Alert once again.

      URGE CA STATE SENATORS _NOT_ TO SUPPORT
      FUNDING FOR HEADWATERS UNTIL A STRONG
      HABITAT CONSERVATION PLAN HAS BEEN NEGOTIATED

      Summary of Recent Political Manueverings
      Around State Funding for Headwaters:

      While some members of the state legislature are insisting on a
strong
Habitat Conservation Plan for Headwaters, California Governor Wilson is
attempting to force Headwaters funding through on a June bond measure,
which would be placed on the ballot BEFORE legislators even SEE the HCP
currently being negotiated between the feds and PL.
      A letter sent to the Clinton administration by Senator Byron Sher
(D-Palo Alto) and Assemblywoman Carole Migden, co-chairs of the state
Legislature's joint committee on Headwaters Forest, outlines specific
criteria that must be met before any funding is approved. The letter
warns
the Clinton administration that it will be "impossible" to secure the
state
portion of funding for the Headwaters deal unless all ancient redwoods
and
coho salmon on Pacific Lumber's land are protected. The letter, also
signed
by Assemblywoman Carole Migden (D-San Francisco), expresses concern that
"intense pressure" is being applied to federal agencies to satisfy
Pacific
Lumber demands to log the rest of Headwaters Forest.
      The Sher-Migden letter states: "For there to be any chance of
obtaining the necessary legislative approval [for the deal], we believe
that, at a minimum, the HCP must ... prohibit timber harvesting
activities
within occupied and potential marbled murrelet habitat," (i.e., all of
the
old-growth on Pacific Lumber's land) and provide protection for habitat
for
coho salmon and other listed aquatic species "consistent with the
recommendations and evaluation criteria of fisheries biologists
utilizing
the best available science."

      While this letter was encouraging, we still need many more
senators
to speak up for Headwaters. Please contact your state senator and urge
him
or her NOT TO SUPPORT FUNDING for the Headwaters acquisition until
Pacific
Lumber has agreed to an HCP that provides strong protection for the coho
salmon, marbled murrelet, and other endangered species of Headwaters
Forest.
