Don,

   I know (and appreciate) that you're taking this document bit by bit, but
have you come across any recommendations to fund the Forest Stewardship and
Stewardship Incentive Programs at higher levels than we've seen in the past
couple of years?  

  The President's FY99 budget calls for only $8.5 million for SIP, and demand
for it has been estimated at about $50 million annually.
