I'm not sure if that honeysuckle from Tenn. is the same or not. Probably
Susan would know the technical name of what the states were pushing for
wildlife. 
Black Locust spreads from seed and root sprouting but mostly from root
sprouting in open areas at the edge of the woods. It seems that if the
roots find a spot that gets enough sunlight to support topgrowth it
sends up a shoot. This is generally on the edge of the woods unless one
cuts out an open area in the middle of the patch. Heavy grass growth on
the edge of a thicket can slow the spread but probably won't stop it. It
has a hard time living long in wet areas.
