The hated mainstream conservation groups pretty much agree that management
is necessary in dry-country forests where fire suppression has screwed
things up.

We don't agree that existing laws which protect water quality and other
values need to be ignored, whether or not the plan requiring exemption
is created by a group of library lovers or your local Forest Ranger.
