While the land and timber are privately owned, not all resources on
the land are privately owned, in particular water (in some cases) and 
wildlife (in all cases).  The public has the right to protect its
assets just as private owners have the right to protect its assets.
Neither right is supreme.  That's the part property rights extremists
forget.
