The title of this thread was the title of testimony to the US Senate by
Randal O'Toole, which you can find at

The subtitle of his presentation was "Presentation by Randal O'Toole
before the Subcommittee on Forests and Public Land Management Senate
Committee on Energy and Natural Resources".

Karl Davies and I believe that a similar trust idea would work for state
lands, especially here in Taxachusetts.
