I certainly (!) don't speak for the SAF - but they appear to be
concerned about it. Last month's Journal referred to the surprise with
which foresters were becoming aware that TMDL's, for one, were about to
apply to their operations. 

Some of us saw this coming.  Washington state "Permitted" forest
practices, conducted in accordance with the voluminous Forest & Fish
Report rules, will be considered to meet the requirements of the EPA. By
adopting the FFR rules (next year) Washington may also meet new
requirements of the National Marine Fisheries Service 4d rules, which
require mitigation for impacts on endangered salmon species.
