It will never happen while the inmates are in charge of the asylum, Joe.  
Of course you could manage the national forests for a HUGE profit and 
take care of Woodsy Owl too, given 50 years of BMP.  Nobody will ever get 
those 50 years.  National Forests are political spoils belonging to 
whoever controls the largest voting bloc.
