Dear Maroko,

There doesn't seem to be a lot of literature out there on this topic - you can
fill us in when you have found more of it. 

The following references came up when I searched Biosis (1969-2003) for
"annelid* and neoblast*". I'm including the older references in case they
are not mentioned in the paper by Bilello & Potswald 1974. Offhand it looks
like much of the current work is being done in Japan, but there were only 6
hits; the 4 on Zool. Record and Medline were repeats of these:

W&F has 9 references to Potswald, but not the one with Bilello!

Try also searching on www.google.com with the search string above and some of
the journals dealing with development.

which is cited in the book "The Ultrastructure of the Oligochaeta" by
Jamieson (1981)?
