Nothing unusual here. It illustrates that BHL serves up publications published prior to 1923, a year Americans regard as the boundary of automatic copyright. Later works may be in copyright, and will not be on BHL, unless by special arrangement - such as that for Proc. Biol. Soc. Washington.
Someone might have scanned the article privately already, so always worth asking Annelida people. :-)
