Hello Camila,
On the question of a neotype, if the first designation conformed to the requirements of Article 75, then only the Commission can designate a second neotype (Article 75.4). In order instead for an individual taxonomist to create a second neotype that person would have to show that the first neotype didn't conform to the qualifying conditions in Article 75.3. In this case I imagine there might be some scope for that in 75.3.5 and 75.3.6. However, probably it is best to continue without worrying too much that the neotype specimen cannot be found, and instead concentrate on the information in the relevant papers including the neotype-designation description & analysis, the genus creation, and the original description (as a species in Capitella), and see if, taken together, it all works okay some decades later.
However, it is an excellent idea to get specimens from Port-Vendres for study if possible, as that is the original type locality (in this case only the original collection locality of the species). Just noting also that ports are notorious for having many alien species in them, including capitellids.

My name is Camila Silva and I've been working on the systematics of the family Capitellidae.
I'm describing a new species of Heteromastus from Brazil. The holotype of Heteromastus filiformis (Claparède, 1864) no longer exists and it seems that neither the neotype.
Well, said that, I would like to know if anyone has individuals of Heteromatus from the type locality (Port Vendres, France) in order I try to designated another neotype for this species.
Have somebody sampled around that area?
I'll be at the Smithsonian between 1-15 July.
