              Russell-
              The new policy has nothing to do with interagency
              politics. Perhaps I was too flip in using the word
              "winning." I'm talking about something much more
              serious. That is,establishing an identity for NSF as
              part of a long term budget-building strategy. NSF is not
              in direct competition with NIH, USDA or DOE for our
              budget. Thus, our strategy is not to try to take budget
              away from other agencies. Nothing could be
              farther from the truth. Rather, we want to work to build
              all science budgets. That is what I mean by "winning,"
              and that will not be possible if we all duplicate each
              other.
