I can not give you a definite answer on this. This term basically means
 the variation (change in phenotype) happened during somatic cell 
proliferation, in contrast to germinal cells. Such variation can come 
from mutation or physiological changes thus may/not be inheritable. 

As I remember, the term somaclonal variation was first mentioned in 
the 80's by a tissue culture guy. So find a book on plant tissue/cell 
culture in your library, it should give you a more detailed answer.
