[Arabidopsis] cis-element analysis of a gene

hello At colleagues,

For cis-element identification in the promoter and/or 5'UTR regions of
an At gene, for example, W-box,which is (T)TGACC/T, what if no
(T)TGACC/T is detected in the promoter/5'UTR, but  G/AGTCA(A) found in
multiple sites on the antisense strand? does this mean that this gene
has the W-box element? I often found that PLACE or PlantCARE failed to
identify the latter.

seconly,  if no W-box is identified in the promoter region of a gene,
but it exists in the 5'UTR or a leader intron sequence, does this mean
this gene has the W-box element and could be also regulated by an
unknown WRKY TF?
