This sure is a $64,000 question !!!

As most of us know, recruitment is defined as an "abnormal growth of
loudness" found primarily in persons with sensorineural hearing loss.
The exact mechanism that causes this abnormal growth of loudness is still
unknown, but I guess that it is related to damaged hair cells in conjunction
with the neural mechanisms involved in hearing.  Lots of hand waving, but no
real solution to your question...
