Paul, 

I have worked with the GM program for a few years now.  The re-embursement has
 been on the same scale as medicaid in the state,  i.e.  cost plus a dispensing
 fee.  Not great but it just covers the costs.
and a tiny bit of profit.  
Check your agreement
