In my case (SunOS-4.1.4):

CC_FLAGS:
	-I/usr/X11/include added
TK_LIBRARIES:
	-ltk4.0 changed to -ltk41
	-ltcl7.4 changed to -ltcl75
MAKEDEPEND_OPTS:
	-I/usr/X11/include -I/usr/include added

It is most important that you should use gcc-2.7.2.
I failed to compile it with gcc-2.6.3.
