TIGR algorithim to detect species of origin

Hi,

Does anyone out there know how I can get ahold of Owen Whites sequence
comparison algorithm/program?  It is mentioned in the article on megaYACs
in Science this week (259:1684-1687).  The article says that TGIR intends
to make the algorithm "freely available to the comminity", but I can't 
figure out where to look.
