looking for motif developing tool

I'm setting up a graphic environment for a home made software. I'm  
using the motif libraries. I'd like to build up dialog boxes which 
should be customizable both at the compile-time and at the run-time 
by the user of the software.

Does a development tool exist, which would allow me the design of
such dialog boxes?
