There is such a program available, and installed at our VMS site, in the 
'GCGE' package from Peter Rice (this is, you must have access to GCG, and 
the extensions of GCG installed on the same computer. )

using the algorithm of Lupas A, van Dyke M & Stock J; Science 252:1162-4 (1991).
