SW to constuct (floral) keys?

Is there general purpose biology software available that one could use to
construct identification keys of plant groupings?  I'm trying to learn the
100+ native California grasses using Jepson's manual, and I was wondering
if I could load the key information in, annotating it with my own observa-
tions, local sites, etc.  Thanks very much in advance for any help
provided.
