Mol. Anal. of Variance?

Howdy,

I've heard that there is a program that does Molecular Analysis of
Variance, sorta an ANOVA for molecular data.  Useful in
population/phylogeographic work.

Anyone have the citation for the original article as well as the
availability of the program (commercial, shareware, ftp?) and Platform
(IBM/MAC)?
