Yes.
1) BibTeX is an extension to TeX that manipulates references. There
are numerous free editors to manipulate these databases.
2) refer is a pre-processor for the nroff document formatting system
(the one manual pages use). This file format is simpler, and more
widely supported, although I don't know of any *Unix* based editors.
Plenty of Windows/Macintosh/DOS reference managers use it though (my
own 'Refs' uses it, as can both 'WinRefer' and 'EndNote'.
