Don't include blinking text, it's very annoying. If you make it too
elaborate then it will be to slow to download and people won't hang
around to view it. Animated GIF's I think are great but again too many
on a page and you're running into download time problems.

And most definately Javascript. Forget about Visual basic as it's MS
Internet explorer specific.

You could use notepad. It's great, you can write all sorts of HTML
with it.
