Yes. But for which platform? For RISC OS you could try www.spacetech.co.uk
or you could use wimpbasic or DrWimp to write one in a day. (even as a
prog beginner)

If you have a Microsoft machine you could try scion Image from www.scioncorp.com
if you have a Mac or unix based machine you could try NIH Image.
