MIC under butyl rubber or glass fibre coatings

We are experiencing coating failure due to possible MIC degradation of
coatings inside the cooling water (highly saline water at +/- 35 degrees C)
boxes of a power plant condensor.  The coating is failing in several places
due to corrosion nodules forming underneath the coating and thus
compromising the coating integrity.  Is there a method whereby one can
disinfect or sterilise the surface to be coated to prevent this from
happening?


We have both butyl rubber and glass fibre coatings and both are failing due
to these nodules
