LINKAGE newsgroup passes

The proposed genetic linkage newsgroup has received the necessary 40
votes and will be established soon.

Both this newsgroup and the Arabidopsis newsgroup may be delayed
slightly while we work out details of reorganizing BIOSCI.  When the
new system architecture is decided upon we will proceed with
establishing the above two newsgroups.
