	Your suggestion about dropping the requirement for service
groups such as employment and methods is a good one.

	Also you raise an excellent point about reopening a vote which
I did not address.  How about if we require at least a two month
waiting period in the event that we receive a proposal which is
substantially identical to one that was just turned down?
