Establish usersgroup

CIMMYT may be interested in the future to establish a new
usersgroup connecting people studying barley yellow dwarf
viruses or cereal viruses in general.

Please let me know what CIMMYT would need to pay BIOSCI for
the establishment of such a usersgroup and its administration.
