The easiest way to block democracy, in a democracy, is to have your opponents, 
and there will be many for any sort of health reform which takes the bucks out 
of the insurance and medical pockets, nit-pick over every little detail before 
the over-view is published. The same thing was tried in the UK in the '40s by 
the British medical establishment who did not want the NHS system to be 
introduced.
So, wait, watch and listen; it will all become apparent in time, and you won't 
miss any detail, the opponents will make sure of that.
