I don't know about the CDC, but NIH is Institutes because there are 17
institutes listed in the NIH phone book.  Let me know if you want to know
what they are called.

There was a time, long ago, when the I was Institute.  I think Heart and
Lung was the first to get a name of its own.  Cancer came next.  Then the
others.
