Dunno about all, but the EC does hand out EC NO.s & control nomenclature. I
don't have the details of their publication here at home though & don't know
how up-to-date it is. Chem Abs (CAS) & MEDLINE may also be worth a look.
It's been some years since I used the EC classification.
