It certainly sounds like a place to look.  You might also try,
if you haven't already, Veronica -- an index to gopher servers
which is generally available from veronica.scs.unr.edu.

Both "plague" and "yersina" would seem like good search terms.

There are also a number of microorganism strain databases available
through gopher -- look in the list of biological gophers on
the Johns Hopkins/Genome Data Base gopher (gopher.gdb.org).
